Project Objectives & guaranteed general results
- The harmonisation procedures for EEC/EC-Directives in the field of Occupational Safety and Health (OSH) will be supported, the new Law on Labour Safety and related OSH provisions will be prepared for final adoption and enforcement. The legal implementation of relevant Directives in the framework of 89/391/EC will be supported.
- The legislative progress in the field of hygienic OSH-standards relating to EEC/EC-Directives, Safety of technical products (New Approach) within the responsibility of the MSSL, provisions for chemical substances, hazardous and poisonous substances will be supported in their final drafting procedures.
- The implementation of the OSH legislation in day-to-day practice will be strengthened by elaborating administrative strategies, action plans, training and qualification schedules.
- The abilities of labour and health inspection staff to evaluate risks at work will be developed by means of train-the-trainer seminars on progressive methods of risk assessment and risk management.
- The institution building of the two ministries involved (Ministry of Social Affairs and Labour- MSSL) (Ministry of Health-MoH) and their related authorities:
- National and Regional Labour Inspectorates (NLI, RLI) – subordinated to MSSL ,
- State Public Health Center (SPHC),
- Occupational Medicine Center (OMC) relating to MoH
will be improved by implementing best EU practice from the Member States.
- The definition of competences will be assisted, abilities for surveillance actions (product safety, hazardous chemical substances, other work places hazards) will be improved.
- Knowledge transfer in the field of safety/conformity procedures for technical products (machinery, lifts, personal protection equipment) will be provided to relevant authority staff of MSSL as well as to selected CC manufacturers in order to ensure a higher safety level for the release of these products on the market, which will be part of the Common Market from the day of joining the EU.
- To provide technical assistance to the Candidate States the investment procedures for hard- and software procurement in the framework of the Financing Memorandum No. LI 9911.01 will be prepared.
- The implemenation of a Data Base for Potential Toxic Chemical Substances and Preparation will be prepared and assisted.
- A nationwide Data Register for Poisonous Substances which are released on the Lithuanian market will be
- elaborated and prepared for software development (input private sector will be considered).
- A Workers Exposure Register for working environments in the framework of public and occupational health supervision will be worked out and prepared for implemenation.
- Abilities for handling of software and data packages for risk and hazard analysis especially for chemical risks at working environments will be improved.
